Deer (Buck) Hunting in Unit NB-01

Where to Find Bucks in the North Blues 01 Hunt Area: scattered deer between Pendleton and Ukiah
Ukiah unit, mostly private
The whole area is the Ukiah unit. ODFW's walk starts at Pendleton, follows I-84 to the Mt. Emily exit, goes west to Kamela, then follows forest roads FR 2135-400, FR 2135 and FR 21 down to Highway 244 at Four Corners Forest Camp and back along US 395. Table Mountain, Carney Butte, Owens Butte, Storm Mountain and Cabbage Hill are the named points. Under a quarter of the area is public, so private land gets most of the deer attention.
A dry year
ODFW's forecast says mule deer numbers should be similar to last year. It also says poor spring rain and a dry summer mean poor forage and water, and deer are highly scattered, so hunters will need to cover ground. For the Umatilla County herds, including North Blues, buck ratios are above objective, though mule deer are steady to slightly decreasing. Fawn ratios averaged about 40 per 100 does across the district. It's a small area by Oregon standards, and the road network is dense enough that you can always get within sight of a ridge.
The ground ODFW draws for this hunt
ODFW's Deer Hunt Area NB-01 covers about 650 square miles measured on ODFW's own polygon, and ODFW rates it 22% public land. It takes in parts of these WMUs: Ukiah (about 100%). Named features inside the line fall in Umatilla County and Union County. Elevation runs from about 1,380 to 5,140 feet. The highest named points are Table Mountain (4,999 ft), Carney Butte (4,798 ft) and Owens Butte (4,579 ft). ODFW's line is the legal one, so check it against a current land-ownership map, and get permission before you cross private ground or a locked gate inside it.
Unit NB-01 terrain and land status
Measured from the unit boundary, not from the agency write-up
The lay of it
- 1,464–5,004 ft on a terrain sample , averaging 3,449 ft ; peaks can run higher.
- 650.3 sq mi inside the boundary.
Who owns the ground
- National Forest — 60%
- State Trust — 8%
- Private / Other — 32%
Roughly 68% is public. Carry a land-status layer anyway — these are area percentages, not a map of where the boundaries fall.
Water on the ground
Counts from mapping data, so this is how many exist, not how many hold water in a dry year. Sitting water only pays where you find fresh tracks.
Named features inside the unit
Glass from: Owens Butte (4,579 ft), Upper Bench (4,473 ft)
Holding ground: Sagebrush Flat (5,140 ft), Granite Meadows (4,904 ft), McClellan Meadow (4,869 ft), Wildhorse Spring, Bear Wallow Spring, French Corral Spring
Every one of these was tested against the unit polygon before it went on the map. They are starting points, not agency recommendations.
How to Hunt Bucks in the North Blues 01 Hunt Area: cover ground, find water and ask first
Find the water and the feed
With scattered deer and thin forage, glassing is more productive than driving. Climb a ridge near Table Mountain or Carney Butte before dawn, and look for deer heading to water and green patches. Mark each sighting and set up near it the next day.
Access and camps
The ground is mixed, so carry a map that shows ownership and ask permission before you cross private land. Emigrant Springs Campground, Marshall Camp, Pinchot Peak Camp and Douglas Camp are listed camps. Pilot Rock, Ukiah, Pendleton and La Grande are the nearest towns. The rifle hunt brings the crowds, while the bow hunt gives you more time to scout. Archery hunters should sit water and trails, and rifle hunters should work open slopes at first and last light. Expect to walk. The forecast says hunters will need to cover some ground.

Seasons, bag limits and tags come from ODFW's 2026 regulations. Check the current book before you apply or go, because these change every year.

The 2025 harvest in ODFW's numbers
ODFW has no harvest figures on the new hunt areas yet. Its 2025 statistics are by WMU, for all deer hunters, every season and tag type, so these are the units this area was drawn from, and each covers more or less ground than the area does.
- Ukiah (about 100% of this area): 841 hunters, 192 animals, 23% success over 4,140 hunter days.

Oregon rules that decide your day
Summarised from ODFW regulations. They change — read the current regulations and your permit-tag before you hunt.
Legal shooting hours
Big game may be taken from half an hour before sunrise to half an hour after sunset.
Motorized retrieval
Oregon has no general off-road retrieval allowance; several travel-management areas close roads during hunting season.
Tagging
Validate the tag and attach it to the carcass before leaving the kill site.
Leaving meat
Wasting edible meat is illegal.
Where you may not shoot
- Occupied structures — No shooting from or across a public road, and no shooting within range of an occupied dwelling without permission.
Deer (Buck): where to put the shot
Broadside or quartering away, on the back edge of the front leg about a third of the way up the body.
Shots to refuse
- Nothing behind or overlapping the animal you picked.
- Your maximum range is the farthest you have shot a three-shot group into a paper plate from the rest you are carrying.
- Pass the shot you are talking yourself into.
Plan the carry: roughly 40– 120 lb of boned-out meat, before head and hide — two large coolers. ProHunt planning estimate, not an agency figure.
Deer (Buck) Success Rates
Unit 49: 192 of 841 hunters, 23%. Figures are ODFW's own 2025 harvest statistics, by WMU, because the new hunt areas have no history yet.
