Where to Find Bucks in the Juntura 03 Hunt Area: burn scars between Burns and the Malheur River
Three units, one big area
The area mostly follows the Malheur River unit, with parts of Beulah and Steens Mountain. ODFW's boundary starts in Burns, follows US 20 and US 395 to Seneca, runs east on the Logan Valley road, then down FR 13, FR 1370, Elk Flat Creek, the Little Malheur and North Fork Malheur rivers to US 20, and returns via Crane-Buchanan Road, Highway 78, Lava Bed Road and Highway 205. Calamity Butte, King Mountain, Jump-off Joe Mountain, Knox Mountain and Antelope Mountain are the named points.
Fire as a food source
ODFW's forecast says fires over the past six years have begun to benefit deer forage, and hunters in JT-03 should look in and around those burn scars. Fires in the northern part of the district in 2024 are starting to produce good feed too. Overall, buck ratios in the Juntura herd range are slightly above objective, and Harney County's herds are holding steady despite drought. Juntura, Harper, Unity and Vale are the closest towns, and US 26, US 20, OR 78 and OR 205 are the highways that frame it. Well over half the area is public, so there's room to spread out.
The ground ODFW draws for this hunt
ODFW's Deer Hunt Area JT-03 covers about 1,843 square miles measured on ODFW's own polygon, and ODFW rates it 59% public land. It takes in parts of these WMUs: Malheur River (about 66%), Beulah (about 18%) and Steens Mountain (about 17%). Named features inside the line fall in Harney County, Grant County and Malheur County. Elevation runs from about 3,013 to 6,683 feet. The highest named points are Calamity Butte (6,683 ft), King Mountain (6,662 ft) and Jump-off Joe Mountain (6,522 ft). ODFW's line is the legal one, so check it against a current land-ownership map, and get permission before you cross private ground or a locked gate inside it.
Unit JT-03 terrain and land status
Measured from the unit boundary, not from the agency write-up
The lay of it
- 3,748–5,783 ft on a terrain sample , averaging 4,702 ft ; peaks can run higher.
- 1,843.3 sq mi inside the boundary. Big enough that picking one drainage beats driving three.
Who owns the ground
- National Forest — 60%
- BLM — 15%
- State Trust — 8%
- Private / Other — 17%
Roughly 83% is public. Carry a land-status layer anyway — these are area percentages, not a map of where the boundaries fall.
Water on the ground
- 17 tanks
- 45 springs
- 405 stream segments
- 7 lakes
Counts from mapping data, so this is how many exist, not how many hold water in a dry year. Sitting water only pays where you find fresh tracks.
Named features inside the unit
Glass from: Calamity Butte (6,683 ft), King Mountain (6,662 ft), Jump-off Joe Mountain (6,522 ft), Knox Mountain (6,507 ft)
Holding ground: Wolf Creek Meadow (5,987 ft), Dry Meadow (5,796 ft), Jackknife Flat (5,568 ft)
Every one of these was tested against the unit polygon before it went on the map. They are starting points, not agency recommendations.
How to Hunt Bucks in the Juntura 03 Hunt Area: edges, north slopes and a hot-weather plan
Finding the right edge
ODFW's advice is to look at burn scars, edge habitat near desert, higher ground, north slopes and water. Combine them: a north-facing burn edge within a few miles of a spring is a better bet than a random ridge. Glass at first light, find where bucks head for cover, and plan an approach for the next morning rather than rushing.
Seasons and safety
The rifle hunt is the busiest, with bow, muzzleloader and youth seasons giving other chances. Because the forecast describes a hot, dry year, tall grass is a fire risk under a hot exhaust, so park on bare ground. Check ODF and BLM for closures. Crane Creek Campground, Eldorado and Elk Creek Campground are the listed camps, with Juntura, Harper, Unity and Vale as nearby towns. Big country means long carries, so use a good pack, quarter your deer, and keep meat cool in warm weather.

The 2025 harvest in ODFW's numbers

Oregon rules that decide your day
Summarised from ODFW regulations. They change — read the current regulations and your permit-tag before you hunt.
Legal shooting hours
Big game may be taken from half an hour before sunrise to half an hour after sunset.
Motorized retrieval
Oregon has no general off-road retrieval allowance; several travel-management areas close roads during hunting season.
Tagging
Validate the tag and attach it to the carcass before leaving the kill site.
Leaving meat
Wasting edible meat is illegal.
Where you may not shoot
- Occupied structures — No shooting from or across a public road, and no shooting within range of an occupied dwelling without permission.
Deer (Buck): where to put the shot
Broadside or quartering away, on the back edge of the front leg about a third of the way up the body.
Shots to refuse
- Nothing behind or overlapping the animal you picked.
- Your maximum range is the farthest you have shot a three-shot group into a paper plate from the rest you are carrying.
- Pass the shot you are talking yourself into.
Plan the carry: roughly 40– 120 lb of boned-out meat, before head and hide — two large coolers. ProHunt planning estimate, not an agency figure.
Deer (Buck) Success Rates
Unit 66: 417 of 1,007 hunters, 41%; Unit 65: 663 of 1,322 hunters, 50%; Unit 69: 163 of 302 hunters, 54%. Figures are ODFW's own 2025 harvest statistics, by WMU, because the new hunt areas have no history yet.
