Elk Hunting in Unit 52

Starkey is a large, mostly public elk unit southeast of La Grande, bounded by I-84, Anthony Lakes and Tower Mountain Road. ODFW says elk are above objective with strong harvest, and it points new hunters to the travel management areas.

Where to Find Elk in the Starkey Unit: the steep country and travel management areas

Tower Mountain to Anthony Lakes

The boundary starts at La Grande, runs southeast on I-84 to North Powder, then swings west along Anthony Lakes Road. From there it follows Granite-Ukiah Road and Tower Mountain Road 5226 around the northwest corner. Bear Butte is the top at 7517 feet, with Black Butte and Badger Butte close behind and the lowest ground down near 2865. Mud Lake and Spring Creek campgrounds put you inside the big public block.

What ODFW says about the herd

The forecast calls elk numbers strong and says Starkey is above management objective with bull ratios at or above it. Last year's harvest was very good. ODFW says to look in the steep terrain of Starkey and the neighbouring Catherine Creek unit, and recommends the Starkey travel management areas for newcomers. It also warns that Manulife has left the Access and Habitat Program, so traditional Starkey ground may need a Manulife access permit. A fenced experimental forest sits inside the unit and has its own hunts, so read the boundary before you cross anything. Highway 244 and Tower Mountain Road mark the northwest edge, and Hilgard Junction State Park gives you a convenient stop at the I-84 end.

The ground ODFW draws for this hunt

The Starkey Unit, WMU 52, covers about 806 square miles measured on ODFW's polygon, and ODFW rates it 67% public land. Named features inside the line fall in Union County, Baker County, Umatilla County and Grant County. Elevation runs from about 2,769 to 7,517 feet. The highest named points are Bear Butte (7,517 ft), Black Butte (7,053 ft) and Badger Butte (6,983 ft). ODFW's line is the legal one, so check it against a current land-ownership map, and get permission before you cross private ground or a locked gate inside it.

Unit 52 terrain and land status

Measured from the unit boundary, not from the agency write-up

The lay of it

  • 2,769–6,238 ft on a terrain sample , averaging 4,682 ft ; peaks can run higher.
  • 806.6 sq mi inside the boundary. Big enough that picking one drainage beats driving three.

Who owns the ground

  • National Forest — 60%
  • State Trust — 8%
  • Private / Other — 32%

Roughly 68% is public. Carry a land-status layer anyway — these are area percentages, not a map of where the boundaries fall.

Water on the ground

  • 20 tanks
  • 139 stream segments
  • 6 lakes

Counts from mapping data, so this is how many exist, not how many hold water in a dry year. Sitting water only pays where you find fresh tracks.

Named features inside the unit

Glass from: Bear Butte (7,517 ft), Black Butte (7,053 ft), Badger Butte (6,983 ft), Chicken Hill (6,963 ft)

Holding ground: Floodwater Flats (7,156 ft), Long Meadow (6,813 ft), Webfoot Meadow (6,669 ft), Coon Spring, Time and a Half Spring

Every one of these was tested against the unit polygon before it went on the map. They are starting points, not agency recommendations.
