Where to Find Elk in Unit 4
What CPW publishes for unit 4 is a boundary, not a elk map. The country below is verified; where to begin in it is our judgement, not the agency's. The unit lies in Moffat and Routt counties.
The lines of the unit: Moffat CR1, Routt CR 82 and USFS 150
CPW has unit 4 bounded on the north by WY; on the east by Moffat CR1, Routt CR 82, USFS 150 and Elkhead Creek; on the south by U.S. 40; on the west by Colo. 13. That is a legal description, not a habitat map. What it does give you is the way in: the rivers and highways you cross, and the divides that decide which drainage you end up in.
High ground inside the line: Black Mountain, Elkhead Mountains and Mount Oliphant
Named high points inside the unit include Black Mountain at 10,840 feet, Elkhead Mountains at 10,839 feet, Mount Oliphant at 10,647 feet, Mount Welba at 10,556 feet and Bears Ears Peaks at 10,540 feet. Several carry a public-land flag in our data, which makes them the first places to try for a view. Elk want timber to bed in and open ground to feed on, within a short walk of each other.
Holding ground: Cedar Hill Gulch, Mud Spring Draw and Long Gulch
Below them sit Cedar Hill Gulch at 6,484 feet, Mud Spring Draw at 6,464 feet, Long Gulch at 6,403 feet, Brown Gulch at 6,369 feet and Wadell Gulch at 6,359 feet. These are the folds worth watching, and the ones other hunters walk past on the way to somewhere steeper. Work out which of them you can see from one position before you pick a camp.
Public ground to start from: Bakers Peak STL, Cedars STL and Fourmile STL
CPW lists Bakers Peak STL, Cedars STL, Fourmile STL and Willow Creek STL inside this unit as ground open to public hunting. Each property sets its own restrictions, and the agency's page for it is where they are written down. Federal land covers about 41% of the unit on top of those.
Water: Cold Spring and Box Spring
Named sources include Cold Spring and Box Spring. Nothing in the data says which of them run in autumn, so a scouting trip earns its fuel.
The herd this unit belongs to: E-2
CPW does not manage elk unit by unit. It manages them as data analysis unit E-2, and unit 4 is one piece of it. The rest of E-2 is unit 3, unit 5, unit 14, unit 214, unit 301 and unit 441. That matters twice over: the population objective and the licence numbers are set for the whole area, and the animals move across unit lines inside it without noticing them.
Unit 4 terrain and land status
Measured from the unit boundary, not from the agency write-up
Named features inside the unit
Glass from: Black Mountain (10,840 ft), Mount Oliphant (10,647 ft), Bears Ears Peaks (10,540 ft), Sugar Loaf Mountain (10,071 ft)
Holding ground: Sawtooth Park (9,050 ft), Adams Park (8,598 ft), Grizzly Park (8,561 ft), Bakers Peak STL, Cedars STL
Every one of these was tested against the unit polygon before it went on the map. They are starting points, not agency recommendations.
How to Hunt Elk in Unit 4
Elk Success Rates
CPW's 2023 harvest estimates put elk success in unit 4 at 21% — 473 animals taken by 2,235 hunters. That is a lot of hunters in one unit, and the percentage is what it looks like after all of them have been through it.
- Archery — 14% success, 43 taken by 307 hunters
- Muzzleloader — 19% success, 20 taken by 106 hunters
- Rifle — 22% success, 410 taken by 1,822 hunters
These are the agency's own printed figures for this unit, not a modelled estimate and not a state average. They describe one season, so check CPW's current harvest estimates before you read a trend into them.

Open in Draw Odds EngineCPW's 2026 draw recap for elk in unit 4, by hunt code, with resident and nonresident kept apart because the two draw from different licence pools:
- EE004O1A — Archery, 1st Season, Either Sex, nonresident: 755 applicants for 125 licences, 16.6% drawn, 4 preference points needed
- EE004O1A — Archery, 1st Season, Either Sex, resident: 727 applicants for 356 licences, 49% drawn, no preference points needed
- EF004O2R — Rifle, 2nd Season, Cow Only, resident: 475 applicants for 235 licences, 49.5% drawn, no preference points needed
- EE004O4R — Rifle, 4th Season, Either Sex, resident: 329 applicants for 151 licences, 45.9% drawn, no preference points needed
Colorado runs a pure preference-point draw, so the point figure above is the requirement the agency published for that code in that year, not a forecast for the next one. There are 19 further code-and-residency combinations in the recap for this unit. Figures checked against CPW's own statistics pages on 2026-06-09.
